It is mainly because of the existence of isotopes. Different nuclides with the same proton number, different neutron number (or different mass number) and the same element are isotopes of each other
For example, there are three isotopes of hydrogen, namely, hydrogen 1, hydrogen 2, and hydrogen 3. The number of protons is equal to 1, but the number of neutrons is 0, 1, and 2 respectively. The number of neutrons is different, so they are different atoms. For another example, there are oxygen 16 and oxygen 18 isotopes in oxygen
